One person was killed and eight others were wounded in Russian missile strikes on Kyiv late on Monday, according to city mayor Vitali Klitschko. The attacks damaged medical facilities, including an intensive care unit, hours before a scheduled humanitarian truce was set to begin in the southern city of Oleshky.
President Volodymyr Zelenskyy stated that a ballistic missile struck the grounds of a university campus. He noted on social media that the projectiles landed in crowded areas with no nearby military facilities, describing the event as a direct strike on the city's infrastructure.
The Oleshky ceasefire was scheduled to take effect at 3 a.m. local time on Tuesday. The pause is designed to allow aid into the occupied city in Kherson region, where residents have faced shortages of food, water, and medicine for months. No end date for the truce has been announced.
Ukraine has accused Russia of preventing residents from leaving Oleshky, an action Moscow denies. Neither side, nor the United States, has specified who will monitor the ceasefire or detailed the accompanying humanitarian operation. The Russian defence ministry said on Friday that it would halt fire in the Kherson sector for the duration of the pause.
Zelenskyy also addressed delays in US military support. He said Ukraine has waited nearly a month for Defence Secretary Pete Hegseth to approve missile supplies for Patriot and NASAMS systems. The president instructed his team to raise the issue with American officials again.
In a related development, Romanian authorities reported that a Russia-coordinated network started a fire near an arms factory in Brasov on September 14. Two Belarusians and a Ukrainian, all EU residents, were involved. Two suspects were detained in Germany while the third remains at large in Poland.
The Brasov incident is part of a broader hybrid campaign by the Kremlin, according to the EU and NATO. At least eight cargo ships have been hit off the coasts of Romania and Bulgaria in the past three weeks, leaving about 34 sailors dead or missing. Meanwhile, the 475th Separate Assault Regiment reported using new StarGate aerial drones to evacuate two wounded soldiers near the Russian border, marking the first such operations on day 1,707 of the war.
