Florida Republicans’ effort to strengthen their position in the US House of Representatives through new congressional boundaries suffered a setback as Democrats won three targeted districts. A fourth contest remained close on Wednesday, November 4, with Democratic incumbent Darren Soto narrowly ahead of Republican challenger Dan Green while the remaining votes were counted.

Kathy Castor retained the 14th congressional district, where the result shifted nearly 16 percentage points towards Democrats compared with the district’s 2024 presidential vote. Pia Dandiya, a first-time Democratic candidate, won the 22nd district, while Jared Moskowitz held the 25th. Soto’s contest in the 9th district was the tightest of the four races.

The Florida results were part of a broader Democratic midterm victory in an election widely viewed as a judgment on President Donald Trump. Democrats captured both chambers of Congress, securing at least 54 Senate seats. Their control of Congress represents a substantial defeat for Trump and could limit his power during the final two years of his presidency.

The outcomes also highlighted the difficulties facing Republicans despite their efforts to make Florida’s congressional districts more favourable to their candidates. In April, outgoing Governor Ron DeSantis, a longtime Trump ally, and the Republican-controlled state legislature redrew the map to improve the party’s prospects of keeping its House majority. DeSantis signed the new boundaries into law in May.

The changes targeted four districts held by Democrats: the 9th, 14th, 22nd and 25th. The map was expressly designed to reduce the number of Florida Democrats serving in the House. Applied to the 2024 presidential results, the revised boundaries would have given Trump double-digit victories in three of those districts and a margin of about nine percentage points in the fourth.

Some had warned that the strategy could weaken Republican strongholds by spreading the party’s voters across districts, leaving smaller margins of support. Those concerns arose as Trump’s approval ratings reached an all-time low amid economic repercussions from the US-Israel war on Iran.

Redistricting changes the boundaries that group voters together to choose House representatives. It generally follows the US census every 10 years, allowing districts to reflect population changes while remaining approximately equal in population. State legislatures often influence the process, creating opportunities to draw boundaries for partisan advantage, a practice called gerrymandering.

Florida’s changes formed part of an unprecedented Republican campaign nationwide to gain a structural advantage before the midterms. After competing rounds of map revisions, Republicans hoped to gain at least 13 seats across the country, although polling had indicated that the eventual gains could be considerably smaller.
